The Question - Can anyone protect themselves from doxxing (by California companies) by volunteering (online) at a Reproductive Health Services facility based California?

In 2021, California passed AB1356 - Description of bill

Notably, the bill provides:
This bill would make it a crime to post personal information or an image of a provider, employee, volunteer, or patient and would increase the penalty to either imprisonment in a county jail for either one year, a fine of up to $10,000, or both that fine and imprisonment,

Since Twitter (in particular) is headquartered in California, and is directly hosting content, Twitter with their deep pockets would seem to be liable.

  • The bill is not limited to California residents
  • The bill provides a private course of action - possibly even in California Small Claims
  • The bill expressly provides protection 4 years after being a volunteer.
Since this is obviously Too Good To Be True , please Answer with the glaringly obvious gaps.
