All these media outlets are centered around specific areas and people know where they are.

You seem to be mistaken. The sudden 130k votes wasn't a "random increase", they were ballots cast for Biden that got added to the total. It's not permitted in elections to randomly increase the vote numbers for either candidate, which is why polling workers only added those votes after counting the same number of ballots that were turned in. Hope this clears up any confusion.
