Ballot for this county in Arizona says pen only, so are they using different machines there or is something up?

So from what I understand the issue is that the felt tip pens they were allegedly given will bleed through the ballot, which, when inserted into the scantron, will be kicked out as invalid. I don't know how accurate this is and I don't know how widespread, but that is the working theory.

The reason I think this is fraud is because I don't think a political party has ever lost both houses of congress yet won the presidency by a huge margin.
