It's nearly impossible to find a dash cam that isn't shackled by smartphone compatibility (spyware).

Viofo A129 series. Completely self-contained, no apps needed and decent picture quality. It's also quite stealthy on account of its wedge-shaped form factor, especially in vehicles with AEB sensors on or near the rear vision mirror. Project Farm approved:

I've had a Viofo A118 in my car for the last 8 years (similar to A129 only 1080p instead of 4K), and the only thing that's gone wrong is that the double sided tape let go last year, so it's a bit less stealthy on account of me only having white double-sided tape in the house at the time it happened. When I get some black or clear tape, I'll change it over.

That reminds me, I need to get a power adapter and replacement tape for my A119 V3 to move it into my current car. Too bad that there doesn't seem to be any mini-USB adapters so I'll need to get a USB-C to mini-USB adapter. It's a pretty solid dashcam, 1440p, fully offline, but since it's a Viofo with only a capacitor you need that direct AC adapter to keep it running. The last car it was in had fucked wiring which led to it's radio and lighter port always being powered, with the downside being that the Viofo would drain the battery all the time when left plugged in, and my current shitbox has it set up proper where it will switch off so the weirdo adapter is required.
 
Garmin is fairly old guard to the industry. Many products offer smart phone features but they can be disabled outright.
You will be paying a high price though.
