Sadly, it seems the answer is much more boring. The streamer is just some rando that Naru declared one of his mortal enemies for daring to laugh at his retardation. This seems to be the group where he "anally BLASTED" him, and it's not even owned by the guy, he just put it as his primary group on his profile, and this utter moron thought it meant he owned the group. It wouldn't even be the first time he misinterpreted some aspect of the platform, for one, I've seen him claim that the profile comment limit, implemented a few years ago to prevent spam raids, is actually an attempt by Valve to silence him specifically, for he is the only one brave enough to fight the lib agenda, or whatever.

Well darn. I was hoping we'd get a hilarious story out of it, of one cow trying to sic another on us. With that revelation though, I'm back to guessing Naru googled himself, found the thread, and blamed his nemesis.
