His account could be suspended by any Trusted User on AUR, not really by maintainers of Arch Linux itself, Trusted Users are essentially jannies for the User repository (not the official core/extra/community repos). Actually it might be quite a difficult situation because there seems to be a difference between the Maintainer in the AUR and the Maintainer in the actual PKGBUILD itself. Looks like lovetocode999 wrongly made the PKGBUILD.
Might be possible that the kicked off maintainer (lovetocode999) will use it to their advantage trying to get the AUR entry for their ownership.

It's a shame programmers aren't held with enough significance to warrant ignoring the CoC, considering there have been incidents where entities like the CIA used the CoC to boot people in order to install spyware in otherwise boring pull requests that would only ever be audited by anyone sufficiently paranoid about it.

No hijacking has taken place since the owner stayed the same. The troons have instated a CoC. The troons have also done fag branding for pride month and set up pluralkit (a bot for people with split personalities seeking attention), without asking Lenny.

Just a slight correction, you're thinking of Fabric rather than Paper. Also while Fabric was a completely new mod loader project built from the ground up to go against Forge, Quilt is literally just a fork of Fabric with more emphasis placed on jannyism and "le community".
