I'm trying to remember the name of a comedian from the 2000s whose schtick was off-beat non-sequiturs spoken as a stream of consciousness. He wore sunglasses, had I think long blonde hair parted in the middle, and spoke with a sort of stoner voice but very calm and relaxed.
