Maybe they do now, but I'm pretty sure Jedi Fallen Order was a real person doing the voice, since it was a few years ago. It didn't even sound close to Jones.
The in game voice from what has been shown seems decent enough. I don’t like all of his impressions from that initial YouTube video, But he seems ok, a lot of people skipped over the n64 and even Mario 64 when they eventually got one. It’s not as important for normal people as it is for us game spergs. From his voices he seems like the type who spent more time playing Spyro and Ratchet and clank than Mario.
It’s a pity they ditched Charles martinet but it is what is is.

Breaking News: According to a datamine of the demo, Brian Hull is not the new voice, and we’ve all been wasting our time. The real new voice is likely…
Mick Wingert. He’s done a ton of small video game and animation/anime roles. As for other Nintendo works, he was Ghetsis in Pokemon Masters, General Pepper in that Star Fox Zero animation, and did some Fire Emblem stuff.
I say he’s “likely” the new voice because we only have a list of voice actors, not who they voice. But given what we already know about other characters, it’s probably him for both Mario and Luigi. Also, assuming this is true, Daisy and Yoshi have new voices as well.

Yeah, you're right. Apparently the AI thing was only finalized like a year ago.

Probably not, most of the non-Martinet characters change voices pretty often. Fun fact, Peach has had 5 different voices in games, more if you count things like Hotel Mario. Her first was only in Mario 64, the western versions of Mario Kart 64, and... Super Paper Mario for some reason. Some games even reuse clips from multiple Peach VAs at once.
But Yoshi? That one's almost as surprising as Mario, given that Kazumi Totaka has done his voice since Yoshi's Story. For what it's worth, I didn't notice any difference when playing the demo.
