It's not even unusual, the job is done and the product is feature conplete. This is how all single player companies work. When there's demand for another game, they hire people back or get new hires.
A better company like Capcom or Fromsoft will build games with DLC or expansions for continuing revenue and content, or have a plan for multiple releases where skilled developers go from one team to another. It's been like this for a lifetime.
