Is there proof that this will happen?With regard to rape penalties, a large reason it doesn't carry similar sentencing to murder is that most rapes don't end in murder and if the two crimes were punished in the same way, there's not much reason not to kill the victim too because it makes covering things up easier and you're now down a witness, often the most important one.
