Joshua Norton? He would make a decent subject for a cow thread if he doesn't already have one. Walked around in an elaborate uniform with a sword, made his own currency that people used for the lulz, gave public speeches on the streets. But IIRC he was quite well liked due to basically being a harmless but amusing old man, and thousands attended his funeral when he died.

I'm surprised Chris Dunham hasn't taken inspiration from this for his Walter character, though. It's a classic.
