Depends on who is writing/drawing it. Lolicon is more popular/has a greater reach as it appeals to a male audience, while shotacon tends (in my view, at least) appeals to women. The example I gave was written by a woman, and had art drawn by a 19-year-old, who, ironically doesn't want MAPs or zoos to interact with her, despite creating such content. IMO, because it's women writing or drawing it, they still try to appeal to female sexuality vs male sexuality, but it still involves underage content.
