I've read that was trickier than it seemed. Nukes interact really weird when detonated on or just below the surface of the water. For instance a bunch of the Bikini Atoll tests resulted in no ships beings sunk at all, even relatively close to the detonation point. Granted, those were late 40s low yield devices and we have considerably more powerful ones. I dunno if they ever figured out a way to make tidal wave nukes practical or if it was just one of those nuclear triad things that we built just to say we had it.
There are ROVs I guess but they suck and can't be named or gather experience. XCOM troops don't pilot their own craft. Apparently. Even though you lose the mission and the landing craft if all of your soldiers are killed. Either way the cockpit just isn't accessible.
If I die I want it to be known I was a pilot going above and beyond the call of duty.
