It has a really urban legend sound to it. Snopes says unproven.

Despite that Google gets a bunch of hits but they're mostly from really shitty fake news sites like Daily Mail.

I've never heard of the 'blue whale' thing but I could swear to god I've seen the same list of 'suspicious/worrying behavior' multiple times before in various circumstances.

Most of the recent events of this game have been so far nearly every south american country and russia, this all sounds like like a case of mass hysteria like the charlie charlie game or the great evil clown scare of 2016, but it looks it does have a origin, it started in those russian social media groupd like VK, by supposedly some psychology student who wanted to kill himself, then other shit happened, now I hear that it is a app that can hack your phone and blackmail you. One thing I do know is the deaths in south america connected to Blue whale has almost become daily.
