The DLC criteria is that there is none. The sequel will most likely be in development pretty soon and with the amount of MUGEN packs that allow for hundreds of characters, it makes sense that most of the userbase here will get some representation.

Well he gets up every time he's knocked down until he runs out of health and he has his own voice clips

Well I didn't so much make the characters as I found what I get to pass as KF users on the Mugen Archives and cobbled them altogether in the same game. Same goes for the stages.

Nope, but that's not to say I can't get him as a playable character in the possible sequel.

If you're going to fuck with sprites, changes some projectiles or on-hit effects into forum stickers. Easy way to add flavor.
