There are laws for abusing vulnerable people in Wyoming, but they mean incompetent people. They’re more along the lines of not feeding / clothing incredibly your incredibly disabled son, but I’m sure someone could stretch it. Cobra can (legally, at least) take care of his own finances and manage his own trailer without a caretaker.
