Not really. Similar, yes, but not exactly the same. Phobias are unrealistic and excessive.

Enter took this character form from another site. You know, instead of picking one (OR ACTUALLY MAKING IT) that would suit his needs and the context of the universe.
I imagine that "phobias" refers to actual psychological fears and aversions while "fears" is just things they don't want to happen. Take Timmy, for example. He may fear having to file for bankrupcy, but he might have a psychological thing, like claustrophobia.

Generally, a phobia is something that significantly impacts your life, while a fear is just something that creeps you out or you just want to avoid.

A good modifier I see attached frequently is "irrational", a powerful phobic response to something that has no real good reason.
I for example am irrationally phobic of the better majority of the cetaceans in our world, despite living thousands of miles from the sea.

Godwin's Law is low hanging fruit. Enter may be inept, but at least put some thought into witty rebuttals.
Outside of the poor execution of this idea (overanalyzing a figure of speech is dumb imo, even for a kids show), the biggest issue with this script, as well as most of Growing Around's stuff, has been stated by @Piga Dgrifm. It's boring. Enter and his Enterbots can say what they want about Teen Titans Go, but at least it can hold my attention for 30 minutes.
Growing Around scripts can barely hold my attention for 3.
