The balance was disrupted during Francis' pontificate, with TC, because Francis' advisors were mostly progressive types and they badmouthed traditionalists to the point where Francis felt he had to put out that encyclical, restricting the traditional mass. Hopefully pope Leo will restore the facilities to the TLM, especially in the wake of the SSPX schism.
The Vatican doesn't want to acknowledge liturgical preference, as technically it's not important. A valid Mass is a valid Mass. We saw this with the Anglican Ordinariate where they had to stop Catholics from joining up to get the bells and smells liturgy. They don't really want to engender the Protestant culture of church shopping to find something that fits you.
And also the overlap between TLM and people who think Vatican II is the work of Satan isn't something that can just be ignored. Rome is obviously aware of this. In my mind it'd be better to have them all under diocesan jurisdiction, which currently all approved TLM Masses are, and they should be expanded,
