He can't go north, that's a heavily guarded border. Fleeing to Japan even if he could get a boat wouldn't accomplish anything other than ending up sent right back. China actually enforces their borders unlike some western countries so that's not going to work. He was also useless as an asset because if I recall he was the same rank that he started bootcamp in, hadn't even made it to the rank most people graduate boot camp at. If Johnny did go there, managed to not get treated like shit, and get booted back to the US it's also entirely possible he could still end up extradited back to SK anyway as we do have an extradition treaty with them that depends on circumstances of the case, possible sentencing, etc.
