Considering most of its flavor comes from anchovies, is it a fish sauce or a different category?

Fish sauce can be used as a condiment. Some of them are used as dipping sauces, or an ingredient in a larger recipe; I think Red Boat's pretty decent for that.Since Worcestshire sauce is fermented with Anchovies as opposed to simply having fermented anchovies/fish sauce added to the mix, I'd say it's a fish sauce. Though it's weird fish sauce is called a "sauce" considering it's really a condiment, though I guess the same could be said of soy sauce.
There are quite a few brands of worcestershire with no anchovies. Annie's Worcestershire Sauce is pretty good, it uses tamarind paste as the primary ingredient substitute.Whole foods makes a Worcestershire sauce without fish. That's what I use, so I'm going to say no.
