Yeah, that's not how it works. There is a declassification process. He can't just have a standing order that says "once they are out the door, they are declassified" There is a bunch of stuff that has to be done, step-by-step, once a document is declassified, and none of that was done. If the process isn't complete, under law, it isn't declassified.
