"NGO" stands for "non-governmental organization"
For the purpose of the question, to qualify as a NGO, it must be called a NGO
For instance, Real Madrid is never called a NGO

NGO's are a private extension of the government, created to get around Congressional disclosure rules. So what they mean by "non-governmental" is only in the accountability sense, not in the mission statement sense. As in, they will do government type shit at the direction of certain people in government, but you don't get to complain about them to your representative because they'll just shrug and say they can't do anything about private entities.
