Is evil genetic?

That appears to be the case with people like Cyrax, who is a third generation rapist pedophile mutant. But if that was the case rapists should be rarer, no? It's not benefitial, biologically or socially to have a wretched rape baby in gestation when a healthy normal baby could be in its place. Not to speak of the damages caused to the victims. So common sense tells me that rapists would be lynched in normal cultures. With that said, there are still rapists in modern society. Ignoring brown people, are we supposed to think that white rapists descend from a well preserved lineage of rape?
I don't actually believe evil can be boiled down to pure genetics, but is at least a moderate to large fraction of it related to genetic factors?

I have a family member who works as a therapist, one time I asked her a similar question specifically if some people are "born evil". She said genes can have impact on behavior, things like aggression and empathy (or lack there of) but how that manifests is more so influenced by their environment

Ted Bundy and Jeffrey Dahmer both grew up in normal families with no abuse. They're the exception for serial killers, but they're both presumed to have been natural psychopaths. Saying they were "born evil" is too spiritual for me, but they were definitely born with neurological differences that made them incapable of feeling empathy.

Low IQ and low impulse control, which are genetic, lead to more crime. Genetic predispositions exist for low empathy and aggression too.

Environment affects how it presents. If they're from a poor family of psychopaths, then they'll probably just be going from jail-to-jail. If they're absurdly wealthy, then they probably engage in their sadism via sneakier or more-legal methods.

Oops. Still, I think my point stands. Most of these low IQ low impulse control criminals are brown of course, but I think white criminals are probably also low IQ + low impulse control.

I have wondered if the existence of serial killers is an expression of some twisted evolved survival advantage that weeded out the weak and rewarded the survival of those strong enough to kill with impunity or clever enough to kill and get away with it.

I would say no simply because it takes away the agency of the person committing evil acts if it can be chalked up to them simply being "born evil". Like all things it's a combination of different factors, mostly I'd imagine stemming from childhood development or lack thereof.
