Yeah, I'm having the same problems
(Chrome 60.0.3112.90 / Windows 7)
(ninja'd edit: I see the "chat" button up there to the right of the forum button.)
 
There's a number of posts you have to make before chat is available, so you both need to post more.

Actually, I take that back. @Siegfried needs to post more.
