If 'gormless' means lacking intelligence, does 'gorm' mean smart?

A gorm was a type of robe fastener worn around the hip, like those used by monks. Being "gormless" meant that one was so inattentive that you'd not notice that something obvious was missing, like one's gorm.

It seems that gorm means the same thing as gormless. That makes no sense. I hate this world.
