I'm talking about only one term, which is obvious by the title of this thread. If a president wins reelection, nearly every cabinet position is replaced, which is the norm. It's not usually the case that so many people flee a presidential administration mid-term, and for explicitly political reasons. In this context, the only person in recent years I can think of on the top of my head was Al Gonzales in Bush's second term, although I'm sure there were others.[Citation needed]
That is also a terrible base of comparison considering Biden was a demented vegetable who made very few decisions and likely lacked the capacity to hold anybody accountable or dictate policy.
