How exactly does it work? I have never made a thread before, so I assume it's done by the Thread starter?

Its based on reactions relative to those around it (both positive and neg rates).
On a new thread, something with one reaction will often get highlight.
Its an automated process that the thread starter has no control over.
I assume it's the amount of positive ratings.
edit: oh didn't see this was posted on Q&A
Do Q&A threads have post highlights like every other thread? If so, you might be able to test it now.
I do mean on other threads outside of Q&A.
Don't think it's based on positive ratings either, as there would be a clear threshold.
