How do i make a usb-device

I got my hands on a few nice mechanical swiches including a little pannel to frame them in. I have been contemplating on how i could wire these up and maybe program something to use these switches in combination with my HOTAS.

Does anyone have experience with doing such a thing? I was thinking about using an old computer mouse or a Breadboard as a base. What coding language should i use?

The aim is to do it on the cheap and make it a learning experience. i want to avoid buying a raspberry pi or something similar.

A simple 5$ STM32F03 or F411 dev board. Can act as an USB keyboard/mouse/joystick/whatever and can be easily programmed with Arduino.
