You know, I think that's just a symptom, in reality it's that they believe they can't be touched and they've reached some kind of ultimate state which results in degeneracy while everyone else is still building. The main reason why the US became a superpower is because they were the only major country coming out of WW2 smelling like roses. Infrastructure intact, relatively minor losses, all rivals either completely devastated or hugely weakened.
