By using ingredients that already have researched data from previous animal testing. Their specific formula hasn't been tested, but all of the ingredients at some point has, and has been proven safe.

They test it on me. It's why I have such amazing hair.
That sounds like more of a technicality so they can claim it wasn't tested. At some point they have to test the formula, but since the ingredients are safe it doesn't count.
I guess I'll have to #trustthescience on this one.

I am pretty sure you know what they mean. They did not test a damaging shampoo on the dog to get to the end formula. They obviously ended up testing the end product.

They certainly do try it out on animals, perhaps using beta testers or whatever else, but they don't test it. They don't test it because they can point to previous data to show that every ingredient is a-okay.
Stuff like the Draize test is pretty harsh and it would be nice if we had a good replacement for it. They put the testing substance into the eyes of a restrained rabbit, or onto the waxed skin of a rabbit, and see how much pain it gets in and if it gets blinded. It's (part of) why the cruelty-free symbol is a rabbit.
You don't want a lawsuit because you used whatever cheap dye or preservative in your shampoo and it ends up causing eye damage or fatal poisoning to someone or someone's dog.
They also use willing volunteer humans to test things like that, usually bored college students lured with 10 dollar gift cards and extra credit points. Let this soap set on your arm for thirty minutes and report if anything happens for the next 24 hours.
