On November 9th, 1918 and amidst heavy protests, the German chancellor Max von Baden declared that the Kaiser had abdicated (without the Kaiser's consent) and stepped down in favor of Friedrich Ebert, the leader of the Social Democratic Party (SPD). During lunch that day, Scheidemann, also a member of the SPD and part of the government, learned that the communist leader Karl Liebknecht was planning to use the chaos to proclaim a Soviet Republic. To beat the socialists to it, Scheidemann rushed to the window and proclaimed the Kaiser's abdication and the formation of the German Republic to the crowd.

Ebert wanted to have the assembly to vote on what form of goverment they were going to have.
He said "You have no right to proclaim the Republic!" to him.
