This is a common thing among pedos. I knew one of those sleazy guys trying to score with teenagers and they'll always choose 16 because according to some fucked up state law, if it is consensual they can have a relationship and whatever.

Japan's isn't really 13 in practice. That's at the federal level, but every prefecture sets its own age of consent and they're all at least 16. It should really be split up like the US states and Australian provinces.

We already had a thread on one of these guys, Charles Doherty. Despite claiming to be a former professor, no one could dig up any relevant records about him, so he was assumed to be a troll.
Considering that we're three for three on fake accounts posturing as middle-aged men, and they all seem to share the same typing style, I think it's a safe bet that this is just one person's sockpuppet ring.

In fairness even if this "Heart Progress" group is fake, some radical elements of the LGBT movement back in the 1960s counter-culture attempted to have pro-pedo groups like NAMBLA recognized as legitimate "civil rights" groups, so the "LGBT subculture", which doesn't represent all homosexuals anyway, has always had a soft-spot for pedophilia and sexual deviance. Even the entire "trans rights" movement has pedophilia undertones.
Most of them just won't come out as an "out and proud pedophile" and those who do so openly will be shunned for PR reasons, but the most popular "LGBT forum" on Reddit had a convicted rapist and admitted child molester as a moderator, so that really sums up just how degenerate the entire movement is.
