You're going to have to clarify what you mean by "when the shock happened", because in the slowmo the instant the shock happened, there's no clear visible view of any LED around the neck area.
Moments before the shock, when the dog is turned the other way (the moment I assume from your screen shot), it shows it blinking green as normal.

No, the post you're replying to is trying to use the green light going on "when the shock happened" as proof that he DIDN'T shock the dog, because the collar doesn't blink green when activated.

Hamas outlawed walking dogs 8 years ago. During the war a lot of dogs (who have spent most if not all of their cooped up indoors) escaped, and some made it into Israel and the under socialized dogs attacked livestock and animals in nature sanctuaries which Palestine freaks tried to paint as proof of the superiority of their cause (x).
