It is absolutely unquestionably certain that he's using an e-collar in the clip. But this angle is just a red herring and not helping make the case. I'm pretty sure the model Hasan is using the same exact one (Educator brand) I own and it doesn't work like that. You have three functions: a tone/beep, a vibration, and a shock. You don't simultaneously shock and vibrate. There wouldn't be any reason to since the vibration (or the beep) is a warning to the dog that would precede shocking if they continued disobeying. Even if, for some reason, you were to use both at once (I don't think it will physically let you, though), you wouldn't hear the vibration in a recording from a distance. You'd have to really strain to even hear it in person from 5 feet away and in total silence.

It is honestly unnecessary, but I suppose it is more of a gesture to show off for the person doing that, which is normal in their culture. Reason why Putin hurries over to pick it up properly, since that's what normal people do. I think Putin even feels bad for it immediately, since he smooches the puppy right after. But does it hurt? I don't think that at this age it does, but I can be wrong. I think at youth their skin is far more elastic and a properly prepared puppy relaxes when this happens. It is certainly isn't the same as shocking a dog, of course.

it's true, you can hold cats in this way and it harms them much less than it would a dog of the same size and weight , but this is still not an advisable way to hold a fully grown cat, if they're too heavy as adults it can hurt them
