So if Rabiot has come off due to a suspected concussion from the clash of heads in the normal time why wasn't he swapped then? The head injury protocal in this world cup has been pretty poorly applied.

Just gaming the system to get a free substitution (it's free if the player being replaced is being replaced due to a head injury).
