ESO is defo worth it, even if its base game you get so many hours out of it its not even funny.
Should I play it? I raided a lot in WoW, and PvPed a lot in Neverwinter. Will I get to a stage where I like the game and must buy shit or there's no char progress? Never played ESO, I remember like half the guild leaving for it when Neverwinter derped, and I just quit gaming for years instead.

I haven't played it since 2020 but I remember not NEEDING the newest expansions to feel like my character was progressing, I just quit due to irl reasons at the time. Now I can't say if that is the same post since I got into the game during Morrowind and Summerset but I remember PvP actually being fairly equal power no matter your level, and iirc the game had a sorta prestige level thing that made gear continue to get stronger as you progressed even after reaching level cap, though a couple of Werewolves where also easily able to dominate a PvP match if they coordinated properly. Even one can be a threat if they know how to handle the transformation's moveset effectively and I remember clutching some matches just because I was good at playing a Werewolf, and my enemies where stupid.

There's no IRL paid progression just a cash shop for cosmetics and loot boxes for the current season of whatever they are churning out. There are a couple of time savers but with the level of Mod Support you don't really need them (except maybe the horse speed one for alternative characters).

There are a lot of trials (raids) that are tied to DLC that provide set gear that makes for meta but you can still do a lot of the base dungeons (4 man mini trials) that will provide gear drops for meta, a lot of stuff can be crafted or bought from Guild Traders/join a guild and pay someone to make you gear.

The combat is very different from WOW and NeverWinter you have your action skills with light and heavy attacks its a whole thing you can look it up if you really want too.

PVP i loved the PVP you are put into the faction based on your Race choices, but its a in a bit of a state of disrepair its not quite as fleshed out as the pve side of things but there is a thriving area for PVP you have the Imperial City map which is gankers paradise and the larger keep maps where you take the alternative factions keeps and castles eventually stealing the elder scroll of their faction which means full on wars with siege equipment (i loved this mode so much)

There is a level cap of 50 which is when the real game starts, you have CP (champion points) to apply in different skill trees which can branch out into very specific builds or put it anywhere you want really id recommend looking at a build guide the first time you do this. From there your gear also goes up i believe the max was 160 CP so you won't see power creep. Its a hard cap on gear but the variety is there.

For the base game you will see a lot of people around a new DLC did just drop so it might be empty in certain areas but the questing is very fun and engaging, its fully voice acted too so that's also nice. If you don't rush and do all the main storyline first you'll get at least 80 hours of it not including the dailies including dungeon runs for undaunted (they are a faction its fun you get rewards)

The Mods

This game supports mods, any mod you can think of its been made, there are map markers for all the travelshrines in each area of the map so you don't have to look up a guide to find them to discover them. There are mods to assist with trials and skill timing, auto food replenishers, Fishing spot markers, auto junkers everything. Mods are your friend use the mods its great.

Be warned though you'll get bits and bobs for things you wont be able to access until you either pay for the ESO membership (like $80 a year) which everyone pays for just for the craft bag ( i'll come back to this beauty in a minute), access to all the DLC dungeons and trials you get 5000 crowns the in game premium currency to buy fancy horse skins or pets or what ever cosmetic stuff you like also you can use the crowns to buy the DLCs once your ESO+ expires (id recommend that sometimes the big 4 dlcs go on sale and you can pick them up for like 50 crowns each).

The Craft Bag

This thing will always cause an argument when someone brings it up, the craft bag is literally the best thing about eso+ and Zenimax has designed it that way on purpose, you pay a monthly sub or yearly fee to have infinite storage for all your crafting items Regents for Alchemy, wood, stone, gems and runes for making more powerful charms to improve your gear.

If you don't have the craft bag every bit of crafting material you pick up goes into your normal invo you have so many slots and can upgrade fully with gold (it takes awhile) they do stack but its still valuable space. Which means if you pick up a very rare alchemy agent that can go for up 5000G a piece and you have to either leave it or throw something away to carry it, it'll get very annoying very quickly. Some psychos have managed to never use a craft bag and become master crafters i wouldn't recommend it, the time spent juggling your invo means time not playing and there are some really fun trials to complete amongst questing.

There are some really great DLCS some of the characters are not available unless you purchase the DLC accompanying it, but you aren't missing out on much if you don't get them straight away its more just a build type really the core races are still there. There is a thing called antiquities (basically busy work digging mini game) you can get some very powerful legendary items, really not needed for base game and there's a few free mounts you can get as well doing that.

I sorta went out on a tangent but i've been playing on and off for years so i figure people going into it should be aware of the little bumps they put in the way to get you to spend money.

TLDR: play base game if you like it pay for the ESO+ membership save your crowns for DLC sales they have them mid year usually and maybe a banker or merchant NPC that follows you around (invaulabe to either store your gear or sell your trash).

*edit

DON'T FUCKING PAY FOR THE VAMPIRE OR WEREWOLF LINE (i will literally download the game again and give it to you if you're on US mega server)

True, but that said if you're just going to PVE you don't have to give a solitary shit about crafting. Everything scales to your level and squeezing out that extra 5% boost isn't worth the cash.
You're definetely right i figured id give an honest overall answer, rather then CRAFT BAG BAD ! And i know most people are probably like me that get the tism and sort collecting every shiny thing in sight.

I had forgotten about this tool so just posting for posterity as I just used it to unlock all of the DLCs for the free TW-Troy TWWH1-2-3 and XCOM2 epic giveaways.

If you're aware of CreamAPI which is a DLC unlocker for steam games, there's also ScreamAPI which works for Epic, it's great for the weekly giveaways as I've used it to unlock all of the DLCs for lots of games they've given away.
The github project is here: https://github.com/acidicoala/ScreamAPI
and the original forum post on CRR: https://cs.rin.ru/forum/viewtopic.php?p=2161197#p2161197 (can't remember if you need an account to view or not)

This sounds like a good way to get your Steam account banned.
While they can ban you for anything, neither my steam or epic account have been banned and I've been using it for almost a decade. It doesn't work on every game, but the games which rely on locally installed files to determine if you have DLCs, it does. Of which there are many.

While helpful and interesting, i'd probably just pirate everything and keep it completely separate. Not smart enough to muddy the waters here.

EPIG Has the Homeworld Remastered Collection as the free game atm.
