Before you start complaining about this being an isolated case, the same thing happened to hundreds of other Chinese men, I will explain in further posts and archive links
This case is just for illustration
A brutal case happened in Shenzhen, April 2007 when a 28 year old Chinese man named Yi was tied up by his 24 year old girlfriend Wang and subjected to brutal BDSM femdom torture. She electroshocked him with electric stun batons, cut him with Chinese cleaver knives and then tied a rope around the base of his penis, and used scissors to slice his penis off at the base and flush it down the toilet
Yi's coworkers desperately broke the toilet but it was already in the sewer. Yi ended up permanently dickless at the hospital
The Shenzhen sewage system was owned and built by French company Veolia as a concession, since Shenzen is an SEZ and foreign companies have privileges over Chinese laws
Penises can be retrieved from sewers if they are shut down, and a wire mesh set up with water pressure forcing the penis to the mesh, this happened in Los Angeles in US decades ago when police and fire department got the utility to shut down the sewer
Since French own the sewage system in Shenzhen, everything that goes in there is their property
Chinese police and firefighters cannot force the French to shut down the sewers in the SEZ

The entire Chinese penises are processed into recyclable sludge by mechanical, chemical and biological means (anaerobic bacteria). The sludge then can be either discharged safely into the ocean, or into a landfill or as fertiliser in some cases.
The French then earn money and praise for helping the environment for destroying Chinese penises on Chinese soil.
