I didn't see them getting his stuff, so it may be. However, after Sam yelled at them to stop talking about production, as soon as all the staff was gone Jimmy immediately started talking about production. When another fish told him not to talk about that, he just started saying "the voices" instead of the word "production".

It's clear they aren't going to take the rule seriously unless someone's made an example of.
 
It's an attempt at a reformatory insane asylum. That's why they gave Thomas a second chance. Jimmy proved himself to not be taking it seriously, on top of being heavily medicated and too far gone to overcome his ailments. Cole for similar reasons. Set in their ways.
 
I wouldn't be surprised is if this were a bit but I was expecting Jimmy to be held on to until near the end of the show to milk him for all he's worth. With him thinking he's invincible it would've been perfect to just do a simple "don't tell people about this" task then kick him out for realsies once he tells everybody 5 minutes later (already happened several times along with him telling everybody immediately about ) to force him out so they can begin the final 2 shit.
