That's because Phil doesn't want to change. He's too lazy and full of hubris to admit that this way collecting donations from paypigs and whales is unstable and won't last very long. He will most likely keep doubling down on his wasteful spending and depend more on large donations from whales and paypigs to keep him going on in the future. He'll be force to change unless they stop giving him money, but we all know that won't happen.

The thing is, those paypigs are people too, so if a few lose there jobs the money stops coming in from those people, and if those peoples next jobs dont make as much, then there be longer and longer periods of no money from them and that will cripple Phil.

he mentioned in a earlier stream that the boat crew "surrendered for no reason" so im going to assume he lucked out since he definitely would have killed the boat crew

As I beat that level it’s actually somewhat easy mode to get the boat crew to surrender but it requires you just not killing anyone and getting spotted.
