I came into the franchise really late and haven't really gotten a chance to get too in to Fallout 1 or 2 but I've heard some amazing things.
I'm honestly not sure whether I prefer 3 or New Vegas, because while New Vegas has some great mechanics and additions to 3's formula, 3 was somehow... different. The game-play is mostly the same but 3 just felt so much more darker and oppressive than New Vegas. For me I think they feel too different for me to prefer one over the other.
 
As much as I enjoy Fallout 3 and New Vegas, I find 2 to be the best like OBAMATRON. It was the first Fallout game I played after finding it along with Daggerfall at a swap-meet. It's really enjoyable to play, especially with the Restoration Mod. Also, unlike the other games (and 3 since it required DLC), it would give you the option to keep playing after you beaten the main quest (though there wouldn't be much to do other than a few side-quest and random encounters).

You're just mad because you are bad at it :^)
That or the fact that BOS didn't sit well with many fans of the series, especially with what it could do to the lore.
 
3 might be my favorite because it was my first. I also liked exploring the DC area instead of just desert environment. I liked fallout 1, it took some getting used to and things weren't always clear but it was fun. I liked running around with a full party even if Ian kept shooting me and dog meat in the back (sometimes fatally). I still need to play fallout 2.

2, it was the first one I finished (previously played 1 but not very long) and I've got lot of nice memories of talking with friends after school who were also going through it about all the things we found.
Frank Horrigan being such a memorable villain makes Fallout 2 so great IMO.
A silly game filled with nonstop pop culture references but one of the most memorable video game villains ever.
