You must be Gen Z. There used to be a thing where you would go to a website and it would just be a flash object sized to fit into Internet Explorer on a monitor of 640x480 or 800x600 resolution. Perhaps there would be a splash screen that was just an image that you would click on to get to the awful Flash page, but basically the whole site would just be that awful flash contraption that loaded upfront and then you could click around the various 'pages' in the navigation area of the Flash object.

At the time it would have been a basically impossible to load a SPA-style 'site' worth of content and hide and show content as appropriate using Javascript in a cross-browser way, and there was actual competition then outside Google Chrome, so the only other way to build a site with a fixed nav bar and content in another part was using HTML frames (which would mean the content had to be loaded every time you changed to another page in the nav bar, which would take several seconds at the very least), but even if your users were using the base version of IE from Windows 98 or Netscape 4 or something they could load Flash. Good times
