It occurs to me that the RalphaRelapse - which is now in full swing - seems to have kicked in approximately a year since Meigh fled with Cozy.Rozy.tv in tow.
As you can see, all five of the above apply to Ethanol Liver Ralph. However, I specifically want to draw you towards the abandonment aspect of this - it appears that if a parent hasn't had any involvement for 12 months then it can be used as a basis to file a parental rights termination petition.
This isn't something Meigh could do herself, a guardian ad litem or relevant state agencies could though.
Perhaps it this was something Meigh has arranged for others to do, on her behalf, with whatever evidence she gathered and smuggled out the border.

It was obvious from before Rozy was even born, Ralph didn't give a shit.
Manduh had to cross state lines while ready to burst to collect free baby essentials and give birth alone.
Xander as the first born son was the only prize and even then, it's just to flex that there's a "Ralphamale heir" and to have some leverage over Faith. In the early days of the visitation agreement he would threaten to visit his son whenever arguments broke out.
He has been complaining recently of aggression from the Morrises, but again, this is just because his power is slipping away, not because he suddenly feels bad about being an absentee father.
Hopefully Manduh is in the process of uncoupling herself via divorce and full custody. I'm predicting some pretty severe hip pain in Ralph's future.
