To be perfectly anonymous the user would have to:
1. Have used throwaway email addresses
2. Never log into the account from their phone or any other device without using a VPN at all times
3. Never log into multiple accounts from the same device (the IP is not the only method to track users)
4. Delete or block all cookies at all times, otherwise the cookie will tell reddit that its the same user, no matter what IP they log-in from
[EDIT] 5. Ideally used a specific device only for reddit that never connected to their private WiFi and only snarked from public wifi access points.
