Arms is a pretty broad term. During the Revolutionary War, merchant ships from private citizens were used to fight the British, and those had cannons attached to them. “Guns” is usually the first thing people think about when someone says “arms,” but it obviously means more than just guns. The nicer bombs are pretty much restricted for government use anyway because of cost alone. Though, homemade bombs are easier to make than you might think. The homemade bomb method still kills lots of people, like what McVeigh did.
Gun control is dumb because making bombs is incredibly easy. Read "The Poor Man's James Bond," it's very informative about how to build bombs and the safety measures you need to avoid accidentally blowing yourself up in the process. I'd post a pdf but I don't want the feds knocking on my door.
