Jesus was talking about marriage if you bother to read the rest of the passage. He's saying that there are some who are born unable to consummate a marriage (birth defects), some who are made that way by men (injuries to the 'nads/were castrated for various reasons), and then there are those who, for whatever reason, chose to dedicate their lives to other things than getting married and having kids. They're not catting around or picking up hookers, they just want to do other things.
Considering the emphasis on marrying and multiplying in the Hebrew world at the time, this was kind of a revolutionary idea - the idea that it was perfectly fine to NOT get married. Marriage isn't for everyone. This would have been a difficult idea for many Jews at the time to accept. That's why he said the bit about acceptance. He knew it would not be easy for a religious Jew.
His theology is about as intelligent as his takes on......well, everything else. Go figure.
