@actually explained this to me a while back: Once the guv'ment nabbed him and got his business registered and wut not, his missing payments + business info was "Back dated", or whatever it's called. So that business registration's there retrospectively... or something.

Yeah, more or less. To be clear, I don't know this for certain, but my best guess is that the state needed the business registration that should have been done in the first place completed so that the situation could be rectified. Then they had Phil "close" that business and immediately "open" his new one that would be the entity for future tax years.

During the first taxes marathon this year Phil included the $1000+ he was going to pay the tax guy in his total needed.
After the wedding he said his mom gave him the remainder of money he needed and the tax problem was resolved.

So, paraphrasing Dave during his daily begging segment of Sunday, May 5th, 2019:
He's super-strapped right now and tips would really help and all that money's going straight to muh bills. He needs money to pay his tax guy, so that his tax guy will go ahead and put him on the payment plan for his taxes.
So, apparently, according to Dearest Dark, he is not yet on the tax payment plan, he needs to pay the tax guy before the tax guy can get him on the payment plan.
He keeps making this process more and more convoluted than it actually is. Jesus Christ
Edit: Also, he just goutsplained how he needs a special tape in order to install his portable AC unit and he doesn't have enough of it, so he has to go buy it on his 'day off'. He can't send Khet to go get it, he has to go get it. Also, I'm saying this confirms the whole 'paying for his daily needs monetary roll-over' I mentioned in some other place.

I mean, the accountant/attorney/demigod could very be holding the payment plan hostage until Phil pays him/her. Phil ought to be able to do that himself, but he's too incompetent, and that attorney/accountant knows it.

Folks that do taxes also have another thing in common with lawyers; there are ethics involved.
Dude could lose his license over this shit. Normally, someone doesn't pay, they say "ok bye no longer my client"
That way they don't violate their ethics and aren't giving something away for free.
I'm getting more and more convinced the taxes plight isn't real. Bet it was tee first time, but he saw what came in and so now it's every year

Nah, I think it's real but he's just lying to make it seem like he owes money that he doesn't owe, or to try and milk some cuck bux out of his viewers by putting on a charade that he hasn't paid 'very important' things yet. I'm betting that the dude was paid upfront and he's just pretending he still has to pay him so he can try to recoup that loss.

It's a combination of things; what you listed being part of it. Keep in mind that Patreon was originally for viewer requests; he said something about he's already getting paid because of Patreon, so he could play other niche games, older games, or Nintendo games (because Patreon would pay him, while Nintendo would claim all ad revenue). What came about, is a clear understanding about how Phil is an unreliable piece of shit.
While Persona 3 is the most memorable one (cause it's one of my favorites); I'm sure there was at least two other games where he rage quit the game and refused to finish it. So his paying fans, gave him money, to see him play a game, and he gave a massive "Fuck you" to them. I don't think I need to add that the playthroughs were usually spaced out if there were other bigger games to play, so shit was erratic at best.
There was then the problem where he'd post a poll on his site, with certain games, and then he'd actively tell his fans "Don't vote for this game" and give a stupid fucking answer. I don't remember how many times he did this, but I remember him complaining about having to do two Mario games back to back. So when his fans ignored him, he said "Fuck you, I'm not playing that now, it's on the backburner." Like most of his excuses, he never once took accountability for it, and blamed it on the fans who would get tired of watching Mario games; despite them obviously voting for them.
There was also when he'd tell his fans how he's not going to do what they paid him for; he told them something like "Patreon is not where you pay for a service" and tried to pig-splain how he doesn't have to do what they're paying him for, with the expectation of him being able to do it.
After enough of that bullshit, he stopped doing Patreon. If you were to ask why he stopped, he'd probably hit you with something about how people would pledge and then renege or somehow not give the money, so it was just a bunch of trolls. Never once taking responsibility for his own retarded actions that led to actual viewers giving less and less because they saw what a useless fuck he is.
If anything, I think it's more and more people remembering they were subscribed to him on Patreon and they're finally remembering to turn it off. Because if they couldn't figure out he's a total fucking scammer after the shit I just listed, they're beyond help. But maybe, just maybe, some more are waking up to it. But I'd figure it's people looking over payment processes and just now remembering they were subscribed and are now removing their support.

Don't forget where he would do Patrons' Choice, but he would outright refuse to put games in a poll (NO WEEB GAMES), which plainly goes against the stated purpose of the Patreon in the first place.
Ultimately, though, it's the fact that he does nothing with it. Do the $50 patrons get a new video every month, or is that a one-time thing? Aside from that, there's no reason to be a patron at this point. He's not doing Patrons' Choice (and may or may not adhere to said choice), he doesn't do the scroll, he does his dumbass "ask the king" shit every other month, so you have to pay $40 to get a "guaranteed" question that you can probably get answered for 50 bits if you absolutely have.

Phil's go to answer to any accusations of not meeting a Patreon goal has always been, "You don't support me on Patreon to get anything out of it. You support me because you like my content and want to give me money. If I feel like following through with my goals that's just a bonus."
So if you give him money he might do something special if he feels like it. Any special events will also be free for the public to watch so he can attempt to make more money off it.
I suppose the private videos could be a good perk, but after seeing the leaked vids, they are nothing special. Nothing worth $50. Phil doesn't magically break character and talk to his special fan like a normal person. He just rants like in every prestream. You can get that for free.
So I blame not acknowledging his patrons via text or verbal shoutouts, not offering any incentive to pledge, vetoing patrons games or reneging on them, making patron perks available to the public for free, all for the death of his Patreon.
Can we get a patron only discord chat? No.
Can we get a day where patrons can play games with Phil?
No.
Can we get early videos or patron exclusive videos?
No.
Can we get a screen crawl of patron names during the hour of daily prestream? There is literally nothing else going on.

Oh, you know, I normally hate patreon screen crawls but in Dave's case it would be perfect on his neverending prestreams.
That stupid shit should take 1/4 of the good ideas I've read on here - just a quarter - and he'd probably be making 2 times as much right now.
It's funny. We're literally a hive mind marketing, brand and image consulting firm. We go beyond just plain criticizing, we go into deep detail on exactly why a given approach doesn't work, we compare and contrast it with other content creators, we make multiple good suggestions on how to pull out of that funk, all for free. We're giving a $20k/month service here, and the stupid shit just won't listen.
Ever wonder if we weaponized our commitment? Hrmm

Here's some ideas of ways Phil can possibly make more money.
Inserting slides with all the Patreons names in the slideshow that plays during prestream and during breaks.
Think about the speds who give him $1 to get their name on the leaderboard for a couple hours. Now imagine if he charged $5 and you get your name on the slideshow for a couple hours everyday for a month.
Bring back live callers to Ask the King. Instead of $5 to get your question paraphrased and answered by Phil, charge $5 or $10 to get the ability to call and talk to Phil live. Sure some trolls might sneak through or some "too personal" questions might be asked, but he can always hang up the phone.
This is a novelty idea and doesn't have much shelf life in my opinion, but charge trolls $5 to read why they got banned. He's done it a couple times and it was kind of funny. For example, "poophead420 tipped $5 to know why he was banned. The notes here say you said 'Phil is a gouty fat loser who sucks at Call of Duty' there you go".
This would probably take too much humility for Phil to do especially saying all the things trolls say about Kat.

The $5 Patron's Choice lost meaning. (As did "I gotta put my foot down" when he recycled rewards after missing the goal the month prior.) The $20 Ask-the-King perk doesn't mean much when you can ask 40 or so questions throughout the month with $0.50 worth of bits attached. And the $50 private video perk will have watered-down, fit-for-public-consumption content now that he advertises "you can do anything you want with it: you can even share it."
