It's good advice, but look at what the Bible goes on to say: if the person who you talk to doesn't stop doing whatever it is you're supposed to go back to him with witnesses so his sins can be made public. If he refuses that then take it to the church. If he still refuses to go back after talking to the church excommunicate him.
