I'm not sure why you find the crime rates so important. No matter how you slice up society, there's always going to be differences between demographics. The fact that African Americans aren't performing well shouldn't be interpreted as reflecting poorly on all African Americans.
I think context is what makes slurs racist. They can be used jokingly or casually with no hate intended, the problem comes when people use them to denigrate others based on their race.
So casinos don't exist? Well-functioning reservations don't exist? And there definitely were slaves other than blacks, like chinese slaves brought in, in the 1800's. Others, were brought in long after slavery stopped being a system in use and were predictably capable of climbing the social ladder.
