The goal seems to be getting away in the time machine (and undo cell), but if it's instead summoning Z-Warriors who then the players control in a fighting game form then it'll be a legitimately cool gameplay.

Presumably because the whole setup is that the non-villain characters got sucked into a time portal from different years. Basically their excuse to have fun with it since the whole concept is silly anyways.

I would like it if Xenoverse 3 started with the original Dragon Ball and just goes crazy with the time shenanigans, one of the NPCs in the first Xenoverse mentions he had to deal with a timeline where Babiddi arrived on Earth during the King Piccolo Saga and awakened Majin Buu, I wanna see shit like that. so the game would start in the OG Dragon Ball and then move on to Z, GT can be the first DLC followed by Super, and like I said just go crazy with the time shenanigans, have Cooler and Frieza perform the Fusion Dance, have Goku agree to join Raditz, etc.

You could swap Cell for Buu and get generally the same idea. Just have Buu turn people to candy instead of absorb them. For someone like Freiza, have all the survivors carrying Dragonballs and Frieda hunting them. Down so he can wish to be immortal.

Cell just wins. What the fuck can normal people do? Cant fight or hide cause Cell can sense ki.

Mr. Satan/Hercule can take him probably. He doesn't seem to be in this game at all but if he was Cell would be fucking dead within minutes.

This game looks somewhat interesting. It's got the same vibe as that jojo game that never came out over here where all the characters have their own unique abilities and movesets, but unlike that one this things like "KILL/DON'T DIE TO CELL" instead of just "Yeah beat the shit out of each other"
