Seems they originally wanted it to be a sort of powerpoint presentation, going through various 'facts' of the White House's, but no network really felt like biting except Fox which was willing to put up some pictures while commenting that it was White House graphics. Likely because they facts weren't necessarily on the White House's side.

So the White House wasn't necessarily wanting to count on Trump himself to be that convincing or to stay on message, so they setup a neat presentation he was supposed to go through which then fell apart as you had Trump rambling on about whatever he felt like and most networks not thinking the slides were believable.
Thing I'm seeing most people comment on is that he sounded angry or shouty in his speech, so I suppose getting him to tone himself down and stay on message is a fantasy for anyone hoping for him to recover.
